Rhode Island Registration for a Vehicle Transferred from Out of Country

All transactions involving vehicles brought to Rhode Island from out of the country must be processed at the Rhode Island DMV Headquarters, 600 New London Avenue, Cranston, RI. 02920

To register a vehicle in Rhode Island transported from out of the country, you will need:

  • United States Customs and Border Protection Customs Form # 7501
  • National Insurance Crime Bureau (NICB) inspection from DMV Enforcement Division in Cranston
  • VIN Inspection
  • Out of the country registration must be in the name of the person registering vehicle in Rhode Island. If last name is different due to marriage/divorce, use the MVT-10 to list new name.

Motor Vehicle Out of Country Title Transfer for Military Members

To title a motor vehicle that was purchased while stationed out of the country, you must bring the following documents to RI DMV Headquarters in Cranston, RI.

  • Original out of country registration/MSO or a copy from lien holder
  • Original bill of sale or proof of transfer or invoice
  • National Insurance Crime Bureau (NICB) inspection from DMV Enforcement Division in Cranston
  • VIN Inspection
  • Customs Form # 7501 **
  • Customs Form - Military EPA Form # 3520 **

** If you have an HS Form 7 with the #2 Box checked, please provide the MSO. The EPA or Customs Form is not required.
