Year of Manufacture Plates In 2015, the Rhode Island General Assembly passed legislation enabling antique vehicles to utilize “Year of Manufacture” plates (referred to as YOM). Specifically, this legislation would allow owners of vehicles that are 25 years or older (based on model year) to display and register license plates on their vehicle from the year in which that vehicle was manufactured. RIGL 31-1-3.3 For any vehicle that is more than twenty-five (25) years old, the division of motor vehicles may also issue or approve, subject to rules and regulations that may be promulgated by the administrator, a "year of manufacture plate" for the vehicle that is an exact replica plate designating the exact year of manufacture of the vehicle.
