International Registration Plan (IRP) Office

The International Registration Plan (IRP) is an agreement among U.S. states, the District of Columbia, and Canadian provinces that simplifies the registration process for commercial vehicles (weighing over 26,000 lbs. or with three (3) or more axles) that operate across state or provincial lines.

Rather than registering separately in every state, carriers complete their registration in their home state, and fees are then distributed to each jurisdiction based on the vehicle’s weight and the distance it travels. This system makes registration more efficient and ensures that each state or province receives its fair share of fees.

All Commercial Vehicles over 26,000 lbs. driving in Interstate Commerce must register at the IRP Office and fill out the form for Vehicle (over 26,000 lbs.) Weight and Axles Certification.

To start an account or register your vehicle with IRP you’ll need the following:

  1. USDOT Number: A valid U.S. Department of Transportation number for operating authority.
  2. Tax Identification: Your Federal Employer Identification Number (FEIN) or Social Security Number (SSN) if you're the sole proprietor.
  3. Proof of Business Establishment: 3 Documents that verify your business is established in the jurisdiction where you're registering.
  4. RI Tax & Title Documents: Title, Sale tax, Bill of Sale, Insurance, VIN Check
  5. Vehicle Registration Information: Details of the vehicles being registered, including VIN numbers, weight, Proof of insurance and intended usage
