Statewide Blue Envelope Initiative

The Rhode Island Division of Motor Vehicles (DMV) is excited to launch the statewide Blue Envelope Initiative. This program aims to improve communication between law enforcement officers and individuals on the Autism Spectrum during traffic stops.

What is the Blue Envelope Initiative?

The Blue Envelope Initiative is a thoughtful tool designed to help drivers on the Autism Spectrum organize and present their personal information, vehicle registration, and insurance details clearly during a traffic stop. The envelope includes helpful tips for both the driver and the officer to facilitate smooth, respectful interactions. Additionally, Contact Cards are being introduced to further support communication.

How Does it Work?

The Blue Envelope is for storing documents like a license, registration, insurance card, and Contact Card, but its core value lies in the communication guidelines printed on the outside.  These guidelines were crafted to help neurodivergent drivers more easily communicate and present information during a traffic stop and to help police officers recognize and adjust their approach when interacting with drivers on the Autism Spectrum. Participation in this program is completely voluntary and no information about drivers who opt-in is recorded.

  • For Drivers on the Autism Spectrum: Place your license, registration, insurance card, and Contact Card inside the Blue Envelope. During a traffic stop, hand the envelope to the officer to ensure all necessary documents are readily available. For individuals on the Autism Spectrum and their families, the Blue Envelope promotes preparedness by ensuring important documents are together in one place and ready to present to law enforcement officers. This can help drivers feel more confident and secure during a traffic stop. 
  • For Law Enforcement Officers: The envelope should contain the documents needed by law enforcement during a traffic stop.  It also includes guidelines and tips to help officers communicate effectively with neurodivergent individuals during what can be a stressful situation for many, promoting a calm and understanding interaction. The Contact Card gives law enforcement officers quick access to an individual who can help facilitate calm communication with the driver, if necessary.

More than just document holder, the Blue Envelope aims to close communication gaps and build connection between law enforcement and the autism community, creating a culture of empathy and awareness that benefits all Rhode Islanders.

How to Obtain a Blue Envelope

Rhode Islanders can obtain a Blue Envelope and Contact Card from any DMV branch or AAA office statewide.
