Option 2: Rhode Island Lender Portal (Self-Service Option)
For lienholders who prefer not to work with an ELT Service Provider, Rhode Island offers a self-service participation option through the Rhode Island Lender Portal.
Important: Pre-enrollment for the Rhode Island Lender Portal complies with Rhode Island's ELT mandate and ensures your organization is prepared when the portal becomes available.

How ELT Works

Electronic Exchange - Lien and title data are securely transmitted between the lienholder, the RI DMV, and approved ELT Service Providers, eliminating the need for paper documents.
Digital Recordkeeping - Titles remain in electronic form until the lien is satisfied, at which point the release is completed digitally and instantly updated in the state system.
Secure, Real-Time Access - Lienholders can access, manage, and release lien information directly through their provider's system.
