RHODE ISLAND’S TITLE LAW HAS CHANGED ***Effective March 1, 2024*** The Rhode Island DMV will no longer be accepting photocopies, images, or electronic copies of titles. All new registration and/or new title transactions will now REQUIRE THE ORIGINAL TITLE to be submitted to the RI DMV at the time the transaction takes place. Your lienholder or leasing company can send the original title to the RI DMV, ATTN: Research Office, 600 New London Avenue, Cranston, RI 02920 or to you directly. We highly recommend that the title and other documents are sent with tracking information to enable customers and lienholders to know when the title was received. As long as your contact information (name, address, phone and e-mail) is included with the title, the RI DMV will contact you once your original title has been received so you can complete your transaction. Be advised that this process can take several weeks for the original title to be sent to the RI DMV. Please also be advised that the RI DMV cannot request a title from a lienholder or lease company. A VIN check is required for all transactions involving an Out-of-State title/vehicle. Reservations are required for all visits. PLEASE PLAN ACCORDINGLY. Veteran Credential Information Veteran/Disabled Veteran License and ID The Veteran designation is a free transaction for Veterans who would like to add the Veteran’s designation to an existing Rhode Island credential. RIGL 31-10-48 In addition to the Veteran designation a special Disabled Veteran license is available for Veterans with a 100% service-related disability. This special Disabled Veteran license does not include a Commercial Driver's License (CDL). The owner of such a license is forever exempt from incurring any cost associated with the license for as long as he/she lives. Special Operator’s License (Active Military) The Special Operator’s License shall be valid during the term of the person’s period of service and for thirty (30) days thereafter unless sooner cancelled, suspended, or revoked for cause. The person shall, while operating a motor vehicle upon the public highways, carry the special license upon his/her person and shall also carry upon his/her person conclusive evidence of the fact that he/she is a member of the Armed Forces of the United States on active duty. What you will need for a Special Operator’s License: Application for License (LI-1) An existing Rhode Island credential Conclusive evidence of the fact that they are a member of the Armed Forces of the United States on active duty CDL Military Skills Test Waiver The CDL Military Skills Test Waiver form can be used by service members who are currently licensed and who are/were employed within the past year (12 months) in a military position requiring the operation of a military motor vehicle equivalent to a Commercial Motor Vehicle (CMV). This waiver allows a qualified service member to apply for a CDL without skills testing. CDL knowledge (written) test(s) cannot be waived. The form must be signed by commanding officer. The transfer of School Bus (S) and/or Passenger (P) endorsements under this Waiver Program are prohibited.
