Now Available — ELT Available to All Lienholders

Rhode Island's ELT program is now open and available to all lienholders operating in the state. Participation is currently voluntary, and we encourage lenders to get enrolled early.

How It Works

ELT is straightforward by design:

  1. Electronic Exchange — Lien and title data are transmitted securely between the lienholder, the RI DMV, and approved ELT service providers — no paper, no delays.
  2. Digital Recordkeeping — Titles remain in electronic form until the lien is satisfied, at which point the release is completed digitally and instantly updated in the state system.
  3. Secure, Real-Time Access — Lenders can view, update, and release lien information directly through their provider's system at any time.
