RHODE ISLAND’S TITLE LAW HAS CHANGED ***Effective March 1, 2024*** The Rhode Island DMV will no longer be accepting photocopies, images, or electronic copies of titles. All new registration and/or new title transactions will now REQUIRE THE ORIGINAL TITLE to be submitted to the RI DMV at the time the transaction takes place. Your lienholder or leasing company can send the original title to the RI DMV, ATTN: Research Office, 600 New London Avenue, Cranston, RI 02920 or to you directly. We highly recommend that the title and other documents are sent with tracking information to enable customers and lienholders to know when the title was received. As long as your contact information (name, address, phone and e-mail) is included with the title, the RI DMV will contact you once your original title has been received so you can complete your transaction. Be advised that this process can take several weeks for the original title to be sent to the RI DMV. Please also be advised that the RI DMV cannot request a title from a lienholder or lease company. A VIN check is required for all transactions involving an Out-of-State title/vehicle. Reservations are required for all visits. PLEASE PLAN ACCORDINGLY. CDL Road/Skills Tests All Road/Skills Tests are performed at 400 Romano Vineyard Way, North Kingstown, RI Phone Number : (401) 667-2882 PLEASE BE ADVISED THAT YOU MAY ONLY BOOK ONE ROAD/SKILLS TEST AT A TIME. INITIAL ROAD/SKILLS TEST MUST BE COMPLETED BEFORE REBOOKING. ROAD/SKILLS TEST FEES ARE NON-REFUNDABLE. You can now schedule the following CDL Road/Skill test online: Full (VI, BCS, RT) Partial (BCS, RT) Road/Skills Test Only (RT) **All non-hazardous tank vehicles must be empty when road/skills testing is performed. All hazardous tanker vehicles must be empty, cleaned, and purged and accompanied by a cleaned and purged certificate at the time of the road/skills test. A Valid Commercial Learner’s Permit (CLP) is required. CLP must be valid at least 14 days from the date of issuance to schedule and pay the required fee. ELDT completion is required prior to taking the Road/Skills Test if your Commercial Learner’s Permit (CLP) was issued on or after 2/7/2022. For information on ELDT refer to the Entry Level Driver Training (ELDT) section. Check your record on FMCSA’s Training Provider Registry to make sure your ELDT results for Theory, Public Road, and Range have been captured before scheduling your Skills Test. A road/skills test must be canceled/rescheduled at least 48 hours before the scheduled test to avoid paying another road/skills test fee. If you choose to use the Drop Box, please place the completed registration form along with either a check (made payable to RI DMV) or your credit card information in an envelope and place in the Drop Box. Please mark the envelope: ATTN: CDL ROAD TEST. Once the registration from and method of payment is received, a member of the CDL Office staff will contact you to process and schedule the road test.
